I need to make a .jpg pic smaller. Can someone tell me in laymans terms how to do so?

You can use "Paint" in your "Assesories" and shrink it down proportionately under "stretch/skew". That's one way, and I'm sure there are others.

Do you have any image editing software? In Photoshop I believe it's Image/Image Size.

The best way is in Photoshop by adjusting the image size and pixel count. If it's for the web crank the pixel count down to 72 ppi. The monitor won't resolve much better than that anyway so there's no point in downloading more then necessary.
Without Photoshop, try Microsoft Photo Editor or the Paint program. There should be some type of imageing program on te PC somewhere.

Many imaging editing tools allow you to resize. Just load the image look under the tools usually "edit" and resize.
