How big of a parking lot are you looking for???
There is a parking lot out here in Torrance on the weekends that a lot of people use for different purposes. I see the Torrance police using it to do car chases. At other times, these guys in go-karts are using it to race around.
I know El Toro rents out their facilities for track usage.

I don't know if there are any specific state laws about this, but over here it's simply a matter of whether the property owner wants to host such events or not. There are several areas in North Texas that rent out autocross space, ranging from a few hundred to several thousand.

The property owner will most likely want some sort of liability protection - such as the S2KCA insurance policy. But so far as I know, no city permit or whatever is required.

Mingster. I don't know what you're planning, but did you know that (at least in SoCal) you can get a stretch of freeway closed down for car events by donating money to a specific police fund? I don't know the details, but if you're interested, I'm sure other members will know how to get it done. Apparantly, this kind of thing happens quite a lot. (Of course, you don't get to choose which freeway or part of the freeway they'll close for you.)
