How to loose about 30 to 50 lbs this summer?
I lose about 45 #s every Spring - when the hardtop comes off

First, you have to find out why you are the way you are. Confirm with the doc that it isn't a hormonal thing and that there are no other reasons why you can't proceed. If it is, then all the diets and exercising in the world won't do anything. In fact, it'll hurt you. Having gotten that out of the way, then you can concentrate on dieting and excercise. As with cars, intake should match exhaust (no, I'm not talking about what you do on the crapper). What you eat should be "balanced", keeping junk food to a minimum, no snacking at non-regular meal times. "Exhaust" means your energy output. ie. Exercise. You don't have to go nuts in the gym. Even a good brisk walk will do but do it every day. Start off with short distances till you can get up a good sweat. If time is a problem, then I guess a treadmill would suffice or a stair climber. Other additional workout components would build strength and muscle and we all know that muscle weighs less than fat. No pain, no gain (or in this case, loss).

No offense, but you cannot lose 30-50 lbs over a 3 month time frame without seriously putting your body's health and stability into jeopardy.
Obviously, extra weight is not a good thing. But losing it very quickly is just as bad, if not worse on your body.
The key is to realize that losing weight is a slow, gradual process (assuming you don't take any BS pills or powders). You are in control of all the weight on you. Just because you go out with your buddies is not an excuse to pound down a cheeseburger or a few slices of pizza.
It's a way of life.
Quite simply, eating right and exercising on a regular basis will have the biggest impacts on losing your gut. You should be eating 4-6 times a day, with each meal consisting of 350-400 calories each, ideally. Even if you eat only 2 or 3 times a day, you should be eating more.
Eating smaller portions more frequently will keep your body's metabolism running at a higher peak efficiency. Imagine your metabolism is a fire. If you feed the fire every hour or so with a log or two, the fire will have no problem burning up that log and using it for energy. But if you only put one huge piece of wood on the fire every 5 hours or so, the fire will probably not strong enough to burn that large piece of wood...and your metabolism slows down.
Furthermore, starving yourself is NOT the key to losing weight. Another analogy: When you starve yourself, your body goes into 'emergency' mode. It thinks to itself "Wow, I haven't gotten any food in a long time...so any more food that comes into my belly, I am going to save it and store it away, just in case I don't get any more food".
What do you think happens when your body continually stores and saves food due to starvation? An extra 30-50 pounds.
Just exercise 5 times a week, at least 20 minutes per session. And be careful of what you eat. ALWAYS have breakfast, like a bowl of wheat cereal with skim milk. And take it from there. Be active, take the stairs, park far away, play a sport like basketball, racquetball, or any physically demanding sport...
And have fun...

Muscle does not weight less than fat, it weight more than fat. Fortunately, it's a higher metablizing tissue than fat so you will burn more calories if you have muscle.
To lose weight, a good diet with some cardio and weight training should do the trick. Make sure you do both weight training and cardio. If you only do one, it'll take you longer to lose the weight. Cardio helps to burn off the fat, weight training helps to build muscle, that will help burn off the fat that much faster.
