It's just a reflection of the world view toward us. On top of that most of Latin America is a fairly stratified(we would call it racist) society. The lighter skin, aka less Indian and or Black, you are the higher the class belong to. Sort of works that way here, but not so damn open and accepted like it is there.

Even in the US, blacks treat each other based on the how dark the person's skin is. It's called "colorism"
there's even a book about it.
