How about call the local Police Dep't and report the Cop and his attempt to black mail you? I'd take the ticket just for that.

All kidding aside that would be a serious misuse of his office. I'd take the ticket but at court it would be your word against his!

Principles are expensive sometimes

I'd report him anyway (assuming this isn't just some good natured jokey encounter) Whilst your report might not land him in hot water on it's own, your complaint would probably be noted on his personal record. If he's that big a jerk there'll be other complaints and they all add up!
