Lemme guess. Is he/she Asian? If he is, then this is just the way he was raised. If he isn't, then he's just plain rude and lacking in any social skills.
I've found that Asians tend to eat like this more commonly as it is almost like a demonstration of having gotten past those days of hardship and suffering, when food was scarce and unaffordable. Being able to eat was a sign that they have risen above that "lowly" status. It's almost like a sort of bragging - a declaration of a better status in life. I am not being a bigot. I am Asian and that's the way I saw it as I was growing up. Even today, that sort of "trait or habit" still prevails even though the "youngins" don't know why they do it. they have seen there "forefathers" do it. "Forgive them, for they know not what they do!"
