Thumbs up Internet detectives, need your help please!

Ok I've tried Google, Facebook so I'm out of fresh ideas so need your help!

Actually this has nothing to do with anyone being ripped off but I received a DMV title in the mail with my address but another person's name. I want to contact them and return it to them.

I have their name(s), address, license plate, VIN, etc but can't seem to find a phone number.

What's the best way to look? I tried Verizon 411....

HELP

Does your county's central appraisal district have an online presence? You could maybe do a search on the name to come up with an address - could be a nearby neighbor and you'd just have to walk it over to 'em.

Or call the DMV and explain the situation?

No crap. You have everything but a phone number but can't move forward? Seriously? Why does it sound like there's more to this than you're telling?

If it was me, I'd be wondering if someone was trying to steal my identity or if it was just a mistake on the part of the DMV.

Uhhhhh, the person may not have a landline, and a cell can be billed anywhere.

No... he doesn't have everything but a phone number. All he really has is a name. The address on the thing was his own. He has a license plate & VIN, but apparently those are associated with his own address, too (since that's where the DMV sent the title).
