The WB didn't want to lose Buffy but they were too cheap to match UPN's offer, so they lost it. They still have Angel under contract for a while longer and they could have cancelled it to allow UPN to pick it up, but they didn't want to give UPN a stronger lineup with both Buffy and Angel so they kept it.
Buffy will be back somehow because Sarah Michelle Gellar is under contract for two more years. I just wish Austin had a UPN station...

Actually, the creator of both shows (Josh Wheldon) talked about doing crossovers. However, he thinks there's too much bad blood between WB and UPN for that to happen right away, but he hasn't ruled it out for the future.
After all, look at what David E. Kelley was able to do with Alley McBeal and The Practice. They are both written by hime, but are on different networks. He was able to do a crossover, so it's not unprecedented.
