Rita Mei-Wah Choy is the author of a book call "Read and Write Chinese". This book might be a good starting point. It may not help with the speaking part because you have to understand the pronounciation rules of the book and due to different dialects there are different tones and keys. If I were learning chinese from scratch I would probably try to learn the Mandarin dialect because it is suppose to be the "official" language of China. Cantonese is the other popular dialect. The problem is the two are very different.
Although there are thousands and thousands of Chinese characters you generally only need to know the most common 800-1000 characters to be able to proficiently read a chinese newspaper. If you just learn three a day in a year you be able to read a newspaper. good luck.
