Possible motives I see are implementation of the Patriot Act (shredding of the consititution), profits for Cheney's company Halliburton, which is notorious for overcharging the government for its contracts, a possibility that Iraq's U.S.-appointed Oil Minister will disregard OPEC regulations...
I don't think the risk would be worth the reward, and as much as I despise Bush, I don't think he would really sink to that level.

I don't think there was a conspiracy theory involved with 9/11, America would have more to lose than gain..
