This is completely inappropriate conduct by the police officer. I can hold a girls wrists together with one of my hands. For him to act like he NEEDS to choke or put a little girl in a headlock to stop them from resisting arrest is nuts.

It amazes me how people still don't get it: if a cop tells you to do something just do what he says, comply, don't act stupid. If you did nothing wrong you'll walk. These stupid kids seemed somewhat intelligent, they can read. As skateboarders THEY KNOW they aren't allowed to ride on busy sidewalks! Just total disregard for rules and authority. Yes the girl shouldn't have been roughed up but it could have been easily avoided.
Oh and here's a tip - do not run from a cop.
