OK, here's my 2 cents. Plan a date, or a time to propose and do it now. Then ask her father, in person, if he will bless your "union".
For the rest of your lives, ppl will ask how you met and how you got engaged. So make it memorable. Mine was the 4th of July with fireworks. Didn't cost anything but it's a good story.
At your ages, and in the state of your relationship, it seems dumb to wait.
