oh yeah, and the thing that pissed me off was when this happened he came out particularly rude. i'm not even saying it's his fault and he's already attacking me verbally lol. and his insurance quoted $650 for the damages. what bs is that.. even for a new bumper with paint how is it gonna cost that much... for a 13 year old car.
Actually that estimate is probably spot on if not low. A new bumper is $200-$300 and paint is normally $350-$600 depending on where you live in the USA.
But you dont need a new bumper for scraped paint, just a repaint which is what i assume his estimate is for.

contact the integra owner and offer to pay him cash if he hasnt already filed a claim.
unfortunately, this situation sucks because the 300 +/- dollars your insurance will pay him will be paid by you 5x over in how much your insurance will go up. same thing happened to me about 4 years ago and i ended up paying an extra 40 bucks a month for 3 years. good luck.

my insurance ended up going up a good $3x dollars every month for 3 years before i would be eligible for the safe driver discount.
regardless, if it dosent affect his insurance rate then great, but id rather not take the chance of the insurance finding out and potentially screwing myself over when the possibility of a better option exists.
too late, he already filed a claim. i told him i could pay in cash too, and the next morning, EARLY in the morning i get a call from my insurance about it. he's so eager so get his new bumper.. didn't even discuss it with me first. hopefully mine doesn't go up. but 650 for just repaint is ridiculous. same thing happened to my brother's g35 ivory pearl and new bumper + repaint was 800. and that's from a shop that does A+++ work, probably the most expensive in the area, plus the ivory pearl is hard to match and needs layers of paint. i doubt his piece of shit 13 year old car would cost that much to fix. unless he got the estimate from the same shop lol.

your fault, you're liable to pay for damages,
he can go after you for the amount to bring the car back into original condition.
a beater honda, regardless of condition, the insurance will have to pay for the cost of the bumper+paint+labor to replace damaged property. regardless if its a scratch or not.
it is not up to you to decide how much or what repair method is done to cover the party at loss.
if you're in ca, u won't have to file an accident report with dmv since the property damage was under $750
