Missing D3D9.DLL file while trying out new Racing Sim?

The program works perfectly until I want to race, then it gives me a warning that "Missing DLL File, D3D9.DLL" and I can't go anywhere after that. I used WinRAR to zip it out, and this isn't th e first time this happened, it happened with a sim called "Racer" too. Just wondering if anyone knows.
