Well, IMO, bikes should be going a little faster than traffic.
If you are going with traffic or slower, then you have to watch your ass at all times, and unless you have ridden a bike in traffic, you wouldnt understand.
the problem is that most bikers at least in FL, are squids... idiots that do wheelies in traffic and stuff. So when the cops pull over a bike that just did something slightly stupid, they are more likely to give them a warning.
But yeah, I have seen plenty of bikers pulled over down here, usually there are 2+ cop cars though.
When the lanes used to be all packed with stop and go traffic on the bridge, the harleys would ride on the shoulder with no problem.. passing cop cars and stuff. But as soon as a sportbike did it, the cops would give them a ticket, which IMO is just plain BS.
But you see more cars pulled over because they are just a bit more popular. I would much rather see soccer mom in her rolling wall be pulled over for using the cell phone while applying makup and cutting off 3 people and creating a pileup than pulling over a sportbike for doing wheelies in traffic. He is only gonna f*** himself up in the end.

90% of harley riders in my area, and I assume the whole country, should be pulled over and fined for having obtrusively and obscenely loud exhausts. No ricer exhaust would ever be allowed if it were to produce half the noise coming from these bikes.

I remember reading in one particular state (FL I think?) there was a measure being proposed by the state legislature to curb the stereo systems and coffee can exhausts. Don't quote me as to the exact phrasing, but I believe it went that if the decibel level coming from your vehicle at 25 feet was over a certain threshold, you would get fined. I remember thinking to myself that if it passed, suddenly the majority of motorcycles would now be producing illegal amounts of noise.

Noise enforcement is selective (along with other stuff like non-OEM smog equipment). It applies to cars as well as bikes. My friend got one for his WRX's exhaust, which wasn't even that loud!
Regional law enforcement just decides one day to enforce was was always on the books. They'll usually choose a stretch of road (e.g. Angeles Crest, Ortega Highway, or Palomar mountain in So Cal) and go for strict enforcement for some defined period of time. Maybe there were too many racing incidents in the news or a city council meeting or whatever.
