It's called a "double shot explosion".

Using carefully controlled lighting, and a very stable tripod, you film the object you wish to explode. Then, you stop filming and remove the filmed object, putting something of approximate mass and content (in this case probably a small quick burn pyro charge inside a ball of loose hair clippings with a very light coating of something to make it slightly heavier than normal), then you start filming.... once at "film speed" (aka when the camera is filming full video and audio at 24 or 30 fps) you set off the charge, exploding the object.

Now, you take both reels (or, if it's DV or VHS, the tape) and with careful editing, you cut the film of the explosion to the first frame of the actual blowing up process. Then, you splice that anywhere in the first shot, preferably when the lighting is most even between the two, you export it to tape, voila, you have an exploding object.

If you've seen the movie "Scanners" this is how they did the exploding heads

If they had really blown up the dog, you would have seen a lot of red spray, chunkie pooch pieces, and the hair would not be flying like that.
