Need computer help..
I used to do this stuff for a living...so here goes...
3 things are needed for a computer to boot up:
video card
memory
cpu
If any 3 of these are bad, the computer WILL NOT boot! Definately remove the hard drive(s) and floppy drives. Try removing other things, like sound cards, modems, and the like. just don't remove the 3 things above. After you have done this, try booting it up.
First thing if it doesn't boot..try the ram in a different slot...you might have a bad ram connector/connection on the mobo...
Still no dice, try a video card, either PCI or AGP..it won't matter and most mobo's I know of can auto-sense whether a PCI or AGP card is installed.
If all else fails...try CAREFULLY taking the CPU out and checking if there is any damage. Note how the CPU goes in, namely where a bevelled ede is (normally in the upper left of the socket).
Check for any signs that the cpu may be burnt (smells kinda like ozone) or discolored.

I interrogated the sister on what exactly happened when it shit the bed and this was her answer.
She was using it to surf the web when she heard a couple of pop type noises and then the screen went blank and she smelt that stinky burnt electronics smell. I haven't seen any scorch marks inside but I didn't think to examine the CPU closely, I'll do that when I get back home from work.
