I believe it is just simply a "parking timer". I think you use it to set the time you parked someplace to let the police or authorities know how long your car was parked there.

i have never seen those before, we just have parking meters,..where you add money before you leave the vehicle,..i always snap a photo with my phone incase it malfunctions though
