Need help resizing photos

I'm trying to take a pic down in size to <5k but photoshop's lowest level of quality gives me less over 9.4k.

Any suggestions?

reduce the color depth, or crop the image, or perhaps even try changing formats.

I couldn't do it either. What photo program does everyone use?
Also, how do you insert pictures under the mods. list?

i use photoshop and the gimp.
to see pics on the internet, they must be placed on the internet. if you pay for an s2ki membership you can host your photos here
