Need pet advice
It doesn't matter how many times you take a dog out it will pee, no matter what. That's just what they do. You must train him to your schedule otherwise he will run the house, you must be the alpha not the pup. Same thing goes for the bed kick him off or else he will own it.
I would like to caution people about not "making your dog hold it". Bacteria builds in the bladder, and unless the bladder can be emptied on a regular basis, the animal can get infections.
Have the Ph of your dog's urine checked - he could have a health problem.

I have had numerous dogs... and the best thing to do is to just crate them until they get old enough. If you don't want to crate him all day you could section off an area of your kitchen...
We were letting our dog come upstairs with us but we finally realized that instead of going down stairs to pee she was just going on the steps.. after a while she would just start to wake us up...
We then decided we didn't want her waking us up anymore so we just sectioned off an area of the kitchen... that way she has the run of it...
I know Jack Russell's can be a little hyper so it may be harder for you to keep your dog in the kitchen without a gate. We have a 2lb Yorshire Terrier and we have something much shorter that we can easily step over..

my friend's dad grew up on a farm. one day his older brother took his gf from the "big city" out to see grandad's farm. While they where there, one of the old dogs was yappin up a storm. grandad said "welp, time for that mutt to die!" and shot him on the spot. gf bursts into tears. needless to say the relationship ended shortly thereafter.
depending on how old he is, you may be able to litterbox train him. i know it seems wierd, but they make dog boxes and dog litter. i have a yorkie, during the day he goes outside when someone is there to let him out, and at night or when nobody is home he uses his box (most of the time) he is getting better over time though, he is only 7 months old. at night and when nobody is home we keep him in the kitchen, we tried using gates, but he always finds a way over or around. another thing you could try is puppy training pads . these will help him to know what he is to do with the litter box.
