NHTSA comments about about HID's (long)
NHTSA are right on. Have you noticed how your eyes are "attracted" to HIDs? I'm sure that's simply because you see HIDs so infrequently compared to normal halogen lights (say, one in thirty cars). Within the next couple of years, when every car is running round with HIDs, everyone will simply take them for granted (and the complainers will probably then complain about those yellow halogens!)
the problem is a combination of the suspension and the focus of the beams on the S2000. the beams are focused completely to the ground with a very hard transition between where the light is focused and where it is not. so as you drive behind someone on a smooth road, the lights are focused on their bumper and they see your lights as relatively normal or even dim. But every time you hit a bump, the lights very suddenly jump to being focused right at their rear view mirror and it looks like you're flashing your brights at them. The solution is to dumb down the transition between where the light is and is not focusing.
