I used GIMP to resize and save the images as a lossless jpeg. I set jpeg quality to 1.00, which means no compression. Basically what DaveZ was trying to explain

I use photoshop's "Save for web" option - It's in the file menu after the "Save as".

First resize the image, then "Save for web".
