I dont think it is supposed to be funny....more of a social commentary
maybe about the duality of government institutions being both protective and commercial in nature now that they are actively pursing private sector interests.
I wish people had the capacity to keep their panties from getting in wads over art. Stop knee-jerking your reactions and look at it and give the symbolism some thought.
