Well if you wanna us the law. Ummmmm I think cats and dogs are protected . And using a cat or dog as bait definitely falls under animal cruelty.

Obviously. Laws in that country might not exist against this practice. My point is mainly that while we view it as barberic that culture might not. Just as we don't care about stupid cows people in india do.
