Wow, typical. They are basically admitting to quotas, sloppy work, and most importantly, their lack of knowledge.

FYI, to those in NY, or driving through NY, outside NYC (not NYPD) unmarked cars are NOT allowed to even pull you over, let alone issue tickets. (This doesn't include Long Island). This is for any road with highway troopers (blue cars with yellow writing.)

You might be stating a NYS Police Policy. Many local townships may enforce traffic laws on the same roads and use unmarked cars for stops. Just an FYI.

Citizens can jump a guy and have authority to use necessary force to detain/arrest and individual in the act of committing a serious crime.

You can not make a citizens arrest on a guy playing his stereo too loud, but you are protected from jumping and using force on a guy mugging someone or robbing a bank.
