I'm hitting apple+shift+3 ...... control+shift+3.... option/alt+shift+3 and still nothing... I wonder if it has anything to do with my preferences

you have to hold SHIFT+APPLE+3 (aka hold all the buttons down) just in case you arent.
Disk Utility-> Repair Permissions if that doesn't work.
