Lagging left turn arrows solve this problem. Every city should have them.
As has been stated, it is illegal in my state to enter the intersection until you can safely exit it. Pulling out to wait is illegal. This law basically is only enforced in the event of an accident. If you're doing this and something goes wrong expect a citation and to be at fault for the accident.
