well you can't really tell all ur customers that u are pulling off a 500kV line for some service works. So...just do it and make it seem like a blackout.

Looked like a test to me. Notice only one of the disconnects was energized. There was also a video camera on hand.

Either a test, or the video has had a good bit of doctoring. Note that when the videocam pans outward, the workers are calmly going about their business. That much arcing is LOUD AS HELL and would provoke some kind of physical reaction even in a grizzled electrician.

Plus at the end, the arcing just seems to abruptly go away.
