sounds like your "Home" water has something in it that really knows how to take full advantage of non chlorinated water.
get a 50 gallon synthetic garbage can wash it and dry out and put a garbage bag in as a liner fill and let the water sit (uncovered in a room where it is not gonna get a lot of airborne contamination floating in) do NOT put dechlorinator in it, just let it sit for a coupla weeks. get a test kit and test for chlorine once it is gone put in your water
treatment chemicals and do your water changes with this water. When it hits about half empty (or half full
)Top it off
and monitor chlorine levels again till usable.
Or,
If you have almost unlimited funds.......
use bottled distilled or spring water.
Distilled will have zero minerals and trace elements and will require additives to replace them..

Oh yes...almost fergot, when aging the water dropping a coupla air stones in hooked to a pump will hasten the chlorine depletion . This is the method we used at a pet shop where I worked while in college.
