What state, I mean province
, is it illegal to mod your car.
I have some relatives in British Columbia who are being nailed pretty hard by the police there.
I'm sorry I know nothing about Canadian law so this might sound like a silly question.

it depends on what you mean by mod.
You can do anything you like, as long as you don't exceed the acceptable emmisions level, and not change out your lights to something other then stock.
only last thing is your battery needs to be secured down.

Each Province has it's own unique Traffic Act which dictates stipulations regarding automotive equipment. To my knowledge, no province actually outlaw's modifying per se, however in each respective Provincial legislation, I am sure that you will find tid bits in the small print that make certain mods illegal.
For instance, here in Alberta, we have the Highway Traffic Act. In it, one can find requirements for equipment such as lighting, mufflers and so on. One section in particular specifies that the diameter of your exhaust "ending" (tip), must be the same size as the diameter of the exhaust leaving the manifold. In this way, while putting on an aftermarket exhaust is not illegal, one with a higher diameter of piping in fact is.
Another good example is the height of bumpers from the road. Again, the HTA specifies that a passenger car's bumper will be XXcm from the road surface. I think it is 18cm but can't quite remember. In this way, it is not specifically unlawful to lower your car, but if you do so to the point where your bumpers are now closer to the road than specified, then you have committed an offence.
