I've never heard of a .art file ... neither has http://www.wotsit.org/ or http://www.extsearch.com/ which have a pretty good list of file formats ... are you sure it's not a .arj? That's a compression utility (like .zip).
http://www.computronics.be/courses/append/fileext.html says it's a First Publisher Clip Art file ... http://www.sillyeagle.com/fileext.html and http://www.ubak.gov.tr/Search/Resch/exteng.htm#A are two other lists of file extensions that have it listed ...
Of course knowing what it is and knowing how to open it are two different things ... I'd suggest a kind note to whoever sent the file to you asking them what it is ... how to convert it ... if they could convert it for you ...

I did email the person.. however they say they are not to techy inclined. Oh well.

josh, I believe you are correct. IE requires that you install an AOL graphic extension plugin - just go to windowsupdate.microsoft.com and it should be there under product updates near the bottom.
