A rice'd car = a japanese car

A max-powered car = usually is a BMW / VW or Vauxhall / Opel

we have in addition a term for the people who drive them and they are Chav's

I could be mistaken but I think the term "rice" originates with Harley Davidson owners/affecionados calling Japanese bikes "rice burners".
