Rather than insist they pay more, you could be a little more subtle.
Mention the utility bill has really grown. You are concerned about the energy consumtion and use of resources. Ask them if all their washing are necessary? Could they combine loads or be more efficient? Mention you are doing (X) number of loads per week and are trying to cut back yourself to save the freaking earth and some money. Ask them if there is anything they can do to help.

Anywho, I've lived with all girls before. It really depends if you guys are friends or not. I only knew one girl in the house when I first moved in, but befriended the rest later. We'd have minor bickering and such over petty matters (probably because they were girls, because I've never had the same issues with guys). All you have to do is make your point known. If they don't know that you know something's up, they'll take full advantage of it. If my ex girl roomies didn't depend on financial aid to pay for things, I'd have the AC on all the time during the summer. It's pretty much down to compromising.
I've always lived with rather sensible people, so they've taken things I've brought up well. They might still do it, but when I bring it up again, they'll hop to it. i.e. one of my current roomies leaves whatever he eats out on wherever he last was. All I have to say is "dude, wtf" and he'll be reminded of his responsibility.
