Rather than insist they pay more, you could be a little more subtle.

Mention the utility bill has really grown. You are concerned about the energy consumtion and use of resources. Ask them if all their washing are necessary? Could they combine loads or be more efficient? Mention you are doing (X) number of loads per week and are trying to cut back yourself to save the freaking earth and some money. Ask them if there is anything they can do to help.

Anywho, I've lived with all girls before. It really depends if you guys are friends or not. I only knew one girl in the house when I first moved in, but befriended the rest later.
