Default Safe foreign proxy server?

i'm looking for a recommendation on a non-US proxy server that i can use to browse anonymously. can anyone tell me where to go to find a proxy server that i can feel reasonably safe about?

This might sound strange but, my Cingular phone's IP address is registered in the Netherlands or something. I don't know how anonymous it is, but it's non-US.

I have a good URL at work but won't get to it until Tuesday. It depends how safe you need the proxy. To be credit-card-info-type safe you may need to VPN into a hosted machine in another country. Short of that there are lots of trustworthy proxies all over the globe now. Here's a site that came up on Google that lists a bunch: http://www.publicproxyservers.com/

Some of my coworkers have to login from the UK, Canada, or other to test our tracking (and blocking) of foreign IPs pretty regularly. Proxies do the trick for that.
