Well yea I was curious. Probably there are less "successful people" than you think as the S can be had very cheap. Good luck anyway.

I don't know if your school has this, but when I was at Texas Tech they had a program that if you had a certain amount of academic scholarship then out of state tuition was waived. Additionally I went to my own college within the university and was able to get that scholarship money because I was such a good student.

Hope that helps. Also you should be able to get federal government loans, work/study, etc.

WORST case scenario, take a year off and live/work in Penn. Establish residency in PA and then go back to college with in state tuition.

i was a poor kid trying to get through school at one point, the pell grant and fafsa are what helped me through school, along with the job that i was able to acquire at the university...so check out the pell grant

try all the scholarship websites, just google them, apply for everything you can, i did and my tuition is paid 100% and i get close to $5000 a semester after that.

sorry if im taking it the wrong way but you sound annoyed with me, so unless your a hispanic female, and play softball and got a 3.5 or higher in high school my scholarships wouldnt help your situation which is why i said google and search some scholarship websites, you fill in your own criteria and figure it out. every individual will have a different list of scholarships. but hey, ill help you out and you can skip the google part:
