Similar to tissue boxes, the box costs more to produce than the tissues inside.

I hate to be one of those guys. But its litre not liter, despite what my American spell checker says. (I did have to go check a carton of milk to make sure)

Both are technically correct, one is just the British spelling and one is the American. Its like centre and center, or fibre and fiber.
