The reason you won't see people not having to speak English to get a driver's license and why you see all the different translated versions of the DMV is that English is not the official language.
That means that the schools must provide classes in many other languages for people who choose not to learn English and why the IRS forms (and virtually everything) else is in a huge number of different languages.
It is why there is a HUGE expense that could be better spent on a great number of other things like maybe decreasing the deficit.
With that said, rationally I find it hard to believe you can give anyone a drivers license who cannot understand the language of the signs they will be encountering. How in the world do you expect them to be able to function?
I also can't believe going to any country, even for a vacation without understanding at least some of the language so that you do minimal things like order food or get directions. It is incomprehensible to me that people move to another country and choose not to learn that country's language. How do you function at all?

why are there so many grammar police on s2ki?
I guess my comeback is "I can't tell the translated versions of DMV material anything, they are books."

:-)
The Latinization is already HERE!
And shotiable THEY don't have to learn English. There is no law that says English is THE language or even the PREFERRED language.
The way things are now we have to accomodate them no matter where they come from or how small a group they are.
To me it just makes sense to learn whatever is the language or languages you might encounter frequently in your new country. How else would you ever feel comfortable?

Everyone prepare for the Latinization of America.
all kidding aside, as a cuban american i can sympathize with those that are making a genuine effort to learn english, but have not yet mastered it enough to function fully in society. however, i dont have pity for those that come here and refuse to learn. unfortunately, living in miami, alot of hispanics here dont even bother trying since pretty much everyone speaks spanish.

The idea is that if you make a statement about English like that, you better set an example yourself in every single aspects....including grammar. It's sort of like that picture awhile back of a van that had speak English thing in the back when he misspelled the word English himself/herself.
With that said, I do support that you need the minimal amount of "reading" ability to be able to obtain a license. As long as they can follow the instructions that the signs they see, I have no problem.

Well, I think you kind of missed the point.

What I said is people should be able to understand english to get a license. I didn't say everyone who has a license should have perfect english writing skills, if I had then I would pretty much expect my post to be picked apart.
As an immigrant myself, I think it should be a law. No English, no driver's license.
Unlike other countries where signs are international symbols, the US signs are worded, such as DO NOT ENTER, STOP, etc. Thus, if you don't speak English, you are a danger on the road, and I mean that seriously. I was hit by a lady that didn't speak English, and didn't stop at a stop sign because she didn't know what it was. She had a valid NYS driver's license.
