You don't need to bother with their extra options, just sign up and give them a credit card to bill. When you make a payment they'll bill that card and transfer the money to the seller.

IIRC, if you want you can 'verify' yourself which they do by billing your card for a small amount, then they credit that amount back to your PayPal account. No worth bothering with if you don't have to, IMO.

You should be able to buy things almost immediately.

Paypal has to verify buyers and sellers. Without some kind of verification, you simply get a bunch of scammers running around screwing people.
As a buyer, you must supply a valid email address and a verifiable credit card. To do this, they put a charge through for a buck or two, but you get it back with your first transaction.
You log in with your email address and your own password. When you want to send money to someone, they must provide you with their email address as all transactions work via email addresses. Like you, the seller must also verify and set up an account using an email address and a bank account where the money can be deposited.
Even with this process, some scammers can still screw you, so it's not too much for Paypal to ask for a little information at the beginning and to make you jump through a couple hoops.

PS. You can also use your bank account as your source of money but they like to have a credit card as a back up. Also, read their rules to know what their fees are. When you buy something, it gets charged to your credit card. Paypal take this money from your CC and puts it in the seller's bank account.
