US Woman returns adopted Russian boy
interesting story.... US Family adopts a 7 year old Russian orphan and she later sends him back to Russia with a note pinned to him stating:
"I no longer wish to parent this child. This child is mentally unstable. He is violent and has severe psychopathic issues," the letter said. "I was lied to and misled by the Russian Orphanage workers and director regarding his mental stability and other issues. ..."

You just don't adopt a child that old.
My guess is there were multiple areas where things went wrong - like the article says, there are some standard procedures involved in adoption. A good assessment should have determined whether this woman was the best fit for this particular child. A responsible adoption agency would have followed up. The adoptive mother should have followed through with accessing services and supports. I get that when people are experiencing high levels of stress, their ability to function can be compromised...but to put the kid on a plane by himself? Completely unacceptable considering she could've called local child protection services. I can't even imagine how much more damage has been done to this kid.

Why not? There is always a huge demand for younger children, often because people think they have less chance of being screwed up. Unfortunately lots of times there are huge gaps in information about the birth parents. You think you have a perfect toddler and then when your kid starts showing signs of FASD you're shocked because the mother wasn't honest about how much she drank when she was pregnant.
