I would think it's for speed as opposed to necessity with the wing nuts/eyelets/hooks which could be done by hand.

This kit does have all those "security" bits too though! All the crazy funky ones like twisted philips heads, etc. And the set only cost about 8 dollars

 

Its some sort of tamper proof bolt adapter, Its in my set of tamper-proof tools at work. I only know it becasue its the one ive never has a use for lol.
