"Hooking up" to me means two things touching or making contact with each other... so all it can be is sex.

to me hookup = fool around without having sex
hook up = meet for a drink/hang around
all in how it's said, hookup is usually used in the past tense, hook up is usually used for making plans and includes said plans ("hey, do you want to hook up for a drink and a game of pool after work?")

depending on who said it or how it was said but I usually say "meet up" for a drink.
what if one of your girl friends says i hooked up with this guy last night?
does that mean they went to shoot pool?
