Adobe Premiere, but the learning curve is a serious bitch. At work I get by with Windows Movie Maker but you mentioned you have a MPEG format issue.

for mac,
i would just stick with final cut.

for pc,
pinnacle studio.

i've used many different editting programs and
pinnacle studio by far is the best for amateur to semi- pro film making.
