I hate it when people do things like this. I'll be very pleased if my little contribution can put a stop to it. With luck, the company will get reparations as well, and the bad guys will pay for the PI; that's how he works.
Whatever you do:
1) Make sure you have concrete/indisputable proof.
2) Make a good assessment on how the "thief" is valued by the organization. The big boss may not care about someone "stealing" $13K if he's bringing in $1.3MM of business to the company. The person who rats this thief out (you) may in the end get the short end of the stick. I've seen it happen and it's ugly. Just make sure you think about everything before you act.

Does your company have some type of 800 line for ethical or business conduct questions? Usually larger companies have something along these lines. You can remain anonymous, thereby avoiding retaliation. Check your employee handbook - there should be something in there.
