IMHO, you are pissing into the wind. You're already on their radar as a "troublemaker" - it's their network and I've seen them do some pretty heavy-handed things (turn off port 80, not reimburse for the 10 MB web space that was not available for 3 months, not reimburse for lengthy email outages). I think you should ust let it go before they cut you off for good and you end up back on dial-up.
yup, there was one time email was down at rr.com here in Autin - for SIX CONSECUTIVE DAYS. wanna know what I got? three bucks. all email was lost for six days. they said it was backed up and still working inbound but nope, that wasnt' the case. anyways, can you get DSL in the area?
I have roadrunner and it was my understanding that you can get a static IP, but you have to pay more for it.
I'm sure roadrunner doesn't want people to know how to get a static IP the way you got one. That's probably why he's trying to make an example out of you. It's just not good for business if people can get something for free.

there's no way for them to prove what he's doing and no reason for him to stop if he doesn't like. just realize that if they cut you off you have to switch ip's. I used to do this all the time in school to get my extra computers on the network, i was too lazy to build a private subnet and wrote a cool automated ip-changing script in the process
