Road Runner sucks, get DSL or move. I fell bad for you. I had RR when I first got to San Diego and what a POS service they have. Not only are the IPs dynamic but the service doesn't work very well, they can't seem to fix it and it's slow as hell most of the time. I was soooo relieved when I got @home from Cox (now cox.net). I get a static IP, consistant speed and it always works.

A static IP is actually quite useful, far more so than a dynamic one. If you do more than simply collect email and surf the net it sure comes in handy. I wish they would get on with IPv6 already.

If you really want to avoid all these problems. Get you a Linksys router and set it up for Dynamic IP address assigning. Then go to www.TZO.com and register a domain name with their dynamic domain service. You will by-pass all these problems and it is doubtful the folks at RR will even know the difference. If RR blocks port 80 there are even ways around that. Just do a little research.
