I don't think he is homeless.
Look at his shoes! They are not worn out or anything. This doesn't mean he didn't just purchase them recently, but along with his PDA and headphones, he doesn't seem to be doing too poorly. Maybe he's a retired man, taking it easy at a park.

I volunteer at the local soup kitchens pretty often and never have I seen any homeless with a PDA. 
This winter is gonna be brutal if it keeps getting cold like this. My cousin and I often used to wake up at 6AM last winter to go to the shelters and it wasn't that cold. This winter is gonna be brutal at 6AM.
