It's not only elderly drivers that present a hazard. Why hand-held cell phone use while driving hasn't been outlawed in every state is a damn shame, and just plain stupid. US is really behind on this one.

I think they should periodically assess a drivers capable say every 10-12 years,however not all old people suck at driving....my grandfather who is almost 79 picked up a 2006 Mustang GT ,lets it lose all the time,always drives 5-10mph over the speed limit,and is easily a more capable driver than 90% of the people on the road.

I believe ALL drivers should be re-assessed biannually. This would include a written test, and road test. Pain in the a$$ - perhaps. But, it would create many jobs nationally, and weed out a lot of people that should be taking public transportation instead of driving.
