what about the ones with "will work for food" or "homeless war veteran" signs?
they clearly don't want to be on the street. or they are just lying.

it's just too hard to pick out the ones that are legitimately upon hard times and want to rejoin society.

in all societies there is always gonna be a group of people that are marginalized and classified as beyond hope. mental illness or other physical disability is a major factor. its difficult to file paperwork for a govt program when your mind is still stuck in "nam" or you are missing chunks of your memory and/or limbs.

after living in san francisco aka bum heaven. i have concluded that the best strategy for "dealing" with homeless are to identify and isolate across a body of water. building large shelters only encourages more bums to flock to your city, not get them back on their feet.

what intrigues me the most about bums is their resilience. on one hand they are too batshit crazy to get free govt money, but on the other hand they are sane enough to seek out water, food, shelter, malt liquor, and clothing and can survive all while talking to themselves. what is even more impressive is bums outside of cali....i cant imagine being an eastcoast bum where everything freezes over...

i go to local costco a lot and there is this one bum that stands there almost everyday. and i must say he probably makes decent money if not food. i always see him with food on his hand. he makes couple bucks if not more then go to costco food court and get lots of food and his belly is getting bigger and bigger.

i got some old beer in my garage and next time i go to seattle i am going to bring those and give it all to bums. i am sure they will love it. well may be not cuz it's not OE or mickeys.
