Are you using a PA address on your resume? That could be the problem. Could you use a family member's local address instead? My wife and I relocated from DC to NC for her job in 2005. Took me a while to get into a new position.

i tell you there is something about Philly that makes people want to go to San Diego. I live just outside Philly (Conshohocken to be specific) and i'm dying to move to San Diego. i love it out there. i can't convince the wife to go though.
my friend lives in south Philly and is planning the same thing you are. he's looking for a job now, but if he can't get one, him and his gf are just bailing out and moving to SD.

I say you've gotta be out there to really make it happen. Some jobs are of the nature that companies are willing to distance-interview, but in other cases (often for no other reason than it's just what they've decided) they only look locally.
Generally I wouldn't ever recommend to someone that they leave a job to go where they have no prospects unless it's what they decided on their own, so without a little risk you might not see the same rewards
